It's Captain Zero -- a person the web-slinger met a while back in the notorious Mad Dog Ward. After a brief visit, the wall-crawler wonders what happened to the demented doctor who ran the place. However it doesn't matter now since the ward is closed. But what if the Mad Dog Ward didn't really close -- it just relocated elsewhere.
